After years of lobbying for a station in St. Catharines, Ontario, the CRTC is allowing a new station in that city on channel 22. It's about time...that is one of Canada's grossly underserved regions. All they have is CHCH 11 out of Hamilton with a small bureau, and the Buffalo stations which focus mainly on the American side. I do believe WIVB 4 reports in the area, and WUTV 29 has ads aimed at the area though. However it is great that St. Catharines will get its own local, Canadian voice that isn't owned by Bell Globemedia or Izzy's empire.

Any idea who owns it?

I searched the CRTC website and could not find anything about this. I know a couple years ago there was a group trying to apply for stations in Niagara and Brantford, if I remember correctly. Didn't hear of anything happening with that.
Does anyone have any info about this?
