In recent years there has been controversy in northern Ontario about the scaling back of local coverage on MCTV - mainly the consolidation of newscasts to Sudbury. I think there is a better way to deal with a sparcely populated market like this.
CICI Sudbury should become the sole CTV service for all of northern Ontario, rebroadcasting as it does now via MCTV.
However, North Bay would gain a Global station on channel 2, which would broadcast to all of northern Ontario via the present CIII transmitters.
And, Sault Ste. Marie would gain a CBC affiliate on channel 5, broadcasting on the present CBLT transmitters throughout northern Ontario.
So, each of the three largest cities in northern Ontario will get a local service, all three major networks/services will be available with local content.

Good luck trying to get all 3 broadcasters to go with that.

IIRC, I've read that CBLT, MCTV and CIII all have repeaters in that area. Not to mention CHCH.
